Director of Purchasing & Estimating
Rubin Pitarka has over 30 years of experience in the construction industry, including design and construction, estimating, budgeting, project management and purchasing. Skilled in estimating, building budgets, value engineering, job scheduling, site logistics, creating scopes of work, purchasing of trades and material, bidding and negotiations with sub-contractors, suppliers and vendors. He is a strong business development professional with a master’s degree in Architecture & Urban Planning from the University of Tirana in Albania in 1988. During his career Rubin has worked in numerous commercial and residential projects in the Tri-State Area. Before joining Wilder Balter Rubin worked as Project Manager for Soil Solutions Inc where he managed installation of about 2,000 driven foundation piles for Delta’s new Headhouse building in La Guardia Airport. Before that Rubin ran for 5 years his own construction company specialized in excavation, foundations and superstructure concrete. During this time Rubin’s firm built several low and high-rise concrete superstructures in Manhattan, including two hotels, one 30 and 42-story. Prior to that Rubin worked for L&M Development Partners, in the Pre-Construction team, preparing budgets, estimating, value engineering and purchasing. Prior to that Rubin has worked as a project manager and estimator for several general contractors and sub-contractors throughout New York City and Westchester, specialized in concrete, structural steel, masonry, roofing & waterproofing in both new and restoration projects. Before coming to US in 1993 Rubin worked as an architect and urban planner at the National Institute of Design in Tirana, Albania, where he was involved in several touristic development studies.
